‘Significant milestone’: Champaign appoints first African-American city manager

CHAMPAIGN– Officials in Champaign have appointed Joan Walls to serve as their next city manager, making her the town’s first African- American to hold the position.

Walls has worked for Champaign’s government for 24 years —and she’s been the deputy city manager since 2013.

Her experience earned her unanimous support from the city council. Council member Alicia Beck says she’s confident Walls will have a positive impact on the community.

“She is a beautiful leader,” Beck added. “She is a brilliant and compassionate and heartfelt leader that I know will bring this city to a new level.” 

Minnie Pearson, President of the NAACP Champaign County Branch, also expressed joy at Walls’ appointment.

“Joan’s appointment as the first Black woman to serve as the city manager in Champaign marks a significant milestone in the city’s history symbolizing progress, diversity and government leadership.”

Walls said she was “deeply honored” by the promotion when addressing Champaign Mayor Deborah Frank Feinen and city council members.

“I wanna thank God for blessing me with this incredible opportunity,” she added. “This position is not just a role, but a profound responsibility and I am immensely grateful for the trust you have placed in me.”

Walls will step into the position later this month after the retirement of current city manager Dorothy David.
