WASHINGTON — As the nation reeled from the deadliest American aviation disaster in more than two decades, President Donald Trump on Thursday baselessly blamed diversity initiatives for undermining air safety and questioned the actions of a U.S. Army helicopter pilot involved in the midair collision with a commercial airliner.
Sixty-seven people are believed to have died in the Wednesday evening crash, which occurred while a flight from Wichita, Kansas, was landing at Washington Reagan National Airport. As Trump spoke, the federal investigation was just beginning and first responders were still working to recover bodies from the Potomac River.
Officials have not yet to formally establish the causes of the collision, and Trump himself acknowledged that it was too soon to draw conclusions as he encouraged the country to pray for the victims. But he quickly moved to engage in speculation and political attacks, at a moment when Americans traditionally look to the presidency for comfort, assurance and facts.
“Some really bad things happened and some things happened that shouldn’t have happened,” the Republican president said from the White House briefing room, just over three miles or five kilometers from the scene of the disaster.
Trump blamed former President Joe Biden’s administration for encouraging the Federal Aviation Administration to recruit workers “who suffer severe intellectual disabilities, psychiatric problems and other mental and physical conditions under a diversity and inclusion hiring initiative.” He added that the program allowed for the hiring of people with hearing and vision issues as well as paralysis, epilepsy and “dwarfism.”
Trump did not share any evidence that unqualified people were being put in critical positions like air traffic control, and he acknowledged that there was as yet no indication that air traffic controllers at Reagan National Airport made any mistakes.
Asked why he was blaming diversity initiatives, Trump said, “because I have common sense, and unfortunately a lot of people don’t.”
Trump said air traffic controllers needed to be brilliant to ensure safety.
“They have to be talented, naturally talented geniuses,” he said. “You can’t have regular people doing their job.”
Trump complained specifically about Pete Buttigieg, who was Biden’s transportation secretary and was a contender to challenge Trump for the White House in 2020, calling him “a disaster.”
“He’s run it right into the ground with his diversity,” Trump said, adding profanity to his description of Buttigieg.
Buttigieg responded in a post on X, calling Trump’s comments “despicable.”
“As families grieve, Trump should be leading, not lying,” he added.
As if to underscore Trump’s point, the White House invited reporters into the Oval Office to watch him sign another executive order that officials said would stop “woke policies” in federal aviation. Trump had already signed an executive order ending diversity initiatives at the FAA last week.
“We want the most competent people,” Trump said. “We don’t care what race they are.”
Asked if he plans to visit the crash site, Trump said he would meet with family members of the victims.
“What’s the site? The water? You want me to go swimming?” the president said.
The FAA’s diversity efforts aren’t new. Before Trump’s administration removed them from the agency’s website this month, they were promoted there since at least 2013, including during Trump’s first term in office. Substantially similar language about seeking candidates with disabilities was on the site during both Biden’s term and Trump’s first term, according to snapshots from the Internet Archive.
Former FAA administrator Michael Whitaker responded to accusations that the agency was prioritizing diversity over qualified candidates last year, saying that while the FAA seeks qualified candidates from a range of sources, each must “meet rigorous qualifications that of course vary by position.”
The plane crash was the first major disaster of Trump’s new term, and his response evoked his frequent — and controversial — briefings on the COVID-19 pandemic. His handling of the pandemic helped sour voters on him as he failed to win reelection in 2020.
After telling the families of the dead that “our hearts are shattered alongside yours” and leading a moment of silence, Trump proceeded to speculate about what had occurred. “We do not know what led to this crash but we have some very strong opinions,” he said.
Trump wondered if the helicopter pilot was wearing nightvision goggles, declared that “you had a pilot problem” and that the helicopter was “going at an angle that was unbelievably bad.” He questioned why the Army pilot didn’t change course, saying that “you can stop a helicopter very quickly.”
He also mused about the air traffic controllers, saying of the two aircraft, “for whatever reason they were at the same elevation,” adding “they should have been at a different height.”
Even as Trump rushed to publicly ponder reasons for the crash, the National Transportation Safety Board was more circumspect as it begins examining what happened.
“We look at facts, on our investigation, and that will take some time,” said Jennifer Homendy, the board’s chair.
Democrats criticized Trump’s remarks on Thursday.
“It’s one thing for internet pundits to spew off conspiracy theories, it’s another for the president of the United States,” said Senate Democratic Leader Chuck Schumer of New York.
Vice President JD Vance, Transportation Secretary Sean Duffy and Defense Secretary Pete Hegseth all lined up behind Trump to praise his leadership and echo his concerns about diversity programs and hiring.
“When you don’t have the best standards in who you’re hiring, it means on the one hand, you’re not getting the best people in government,” Vance said, “But on the other hand, it puts stresses on the people who are already there.”
Trump made a point to tell Duffy, who was sworn in on Tuesday as Buttigieg’s replacement, “It’s not your fault.” Duffy took the White House podium alongside Trump and declared, “When Americans take off in airplanes, they should expect to land at their destination.” Duffy added, “We will not accept excuses.”
Federal officials have been raising concerns about an overtaxed and understaffed air traffic control system for years, especially after a series of close calls between planes at U.S. airports. They have cited issues with competitive pay, long hours, intensive training and mandatory retirements for contributing to the staffing shortages.
“While these events are incredibly rare, our safety system is showing clear signs of strain that we cannot ignore,” Homendy told lawmakers in 2023. Aviation experts issued a report around the same time saying that the FAA needs better staffing, equipment and technology.

ARLINGTON, Va. — All 64 people aboard an American Airlines jet that collided with an Army helicopter were feared dead in what was likely to be the worst U.S. aviation disaster in almost a quarter century, officials said Thursday.
At least 28 bodies were pulled from the icy waters of the Potomac River after the helicopter apparently flew into the path of the jet late Wednesday as it was landing at Ronald Reagan National Airport near Washington, officials said. The plane carried 60 passengers and four crew. Three soldiers were aboard the helicopter.
“We don’t believe there are any survivors,” said John Donnelly, the fire chief in the nation’s capital. “We are now at the point where we are switching from a rescue operation to a recovery operation.”
The plane was found upside-down in three sections in waist-deep water, and first responders were searching an area of the Potomac River as far south as the Woodrow Wilson Bridge, roughly 3 miles (4.8 kilometers) south of the airport, Donnelly said. The helicopter wreckage was also found.
If no one survived, the collision would be the deadliest U.S. air crash since 2001.
There was no immediate word on the cause of the collision, but officials said flight conditions were clear as the jet arrived from Wichita, Kansas, with U.S. and Russian figure skaters and others aboard. It was preparing for a routine landing at the time of the collision.
“On final approach into Reagan National, it collided with a military aircraft on an otherwise normal approach,” American Airlines CEO Robert Isom said. “At this time, we don’t know why the military aircraft came into the path of the … aircraft.”
President Donald Trump was scheduled to talk about the crash later Thursday from the White House.
Images from the river showed boats around the partly submerged wing and the mangled wreckage of the plane’s fuselage.
Inside Reagan National Airport, the mood was somber Thursday morning as stranded passengers waited for flights to resume, sidestepping camera crews and staring out the terminal’s windows at the Potomac, where recovery efforts were barely visible in the distance.
Aster Andemicael had been at the airport since Wednesday evening with her elderly father, who was flying to Indiana to visit family. She spent much of the long night thinking about the victims and their families.
“I’ve been crying since yesterday,” she said, her voice cracking. She recalled seeing a young woman frantically running through the airport around the time of the crash, possibly in search of a loved one who would never return.
“I pray for them,” she said. “This is devastating.”
Investigators will try to piece together the aircraft’s final moments before the collision, including its contact with air traffic controllers.
“I would just say that everyone who flies in American skies expects that we fly safely,” Transportation Secretary Sean Duffy said. “That when you depart an airport, you get to your destination. That didn’t happen last night, and I know that President Trump, his administration, the FAA, the DOT, we will not rest until we have answers for the families and for the flying public. You should be assured that when you fly, you’re safe.”
Reagan Airport was to reopen at 11 a.m. Thursday, the Federal Aviation Administration announced.
Duffy, just sworn in earlier this week, was asked if he could reassure Americans that the United States still has the safest airspace in the world.
“Can I guarantee the American flying public that the United States has the most safe and secure airspace in the world? And the answer to that is, absolutely yes, we do,” he said.
Authorities have ‘early indicators’ of what went wrong
The night was clear, the plane and helicopter were both in standard flight patterns and there was standard communication between the aircraft and the tower, Duffy said.
“We have early indicators of what happened here,” Duffy said, though he declined to elaborate pending an investigation.
It is not unusual to have a military aircraft flying the river and an aircraft landing at the airport, he said. Asked if the plane was aware that there was a helicopter in the area, Duffy said the helicopter was aware that there was a plane in the area.
Asked about Trump suggesting in an overnight social media post that the collision could have been prevented, Duffy said: “From what I’ve seen so far, do I think this was preventable? Absolutely.”
Defense Secretary Pete Hegseth did not appear at the Thursday morning news conference. He was expected to brief reporters at the Pentagon later.
Likely the deadliest plane crash since November 2001
If everyone aboard the plane was killed, it would be the deadliest U.S. airline crash since Nov. 12, 2001, when an American Airlines flight crashed into a residential area of Belle Harbor, New York, just after takeoff from Kennedy Airport, killing all 260 people aboard.
The last major fatal crash involving a U.S. commercial airline occurred in 2009 near Buffalo, New York. Everyone aboard the Bombardier DHC-8 propeller plane was killed, including 45 passengers, two pilots and two flight attendants. Another person on the ground also died, bringing the total death toll to 50. An investigation determined that the captain accidentally caused the plane to stall as it approached the airport in Buffalo.
Passengers on Wednesday’s flight included a group of figure skaters, their coaches and family members who were returning from a development camp that followed the U.S. Figure Skating Championships in Wichita.
“We are devastated by this unspeakable tragedy and hold the victims’ families closely in our hearts,” U.S. Figure Skating said in a statement.
Two of those coaches were identified by the Kremlin as Russian figure skaters Evgenia Shishkova and Vadim Naumov, who won the pairs title at the 1994 world championships and competed twice in the Olympics. The Skating Club of Boston lists them as coaches and their son, Maxim Naumov, is a competitive figure skater for the U.S.
Club CEO Doug Zeghibe described the group as highly talented, saying their loss would resonate through the skating community for years.
“Folks are just stunned by this,” Zeghibe said. “They are like family to us.”
What happened
The FAA said the midair crash occurred before 9 p.m. EST in some of the most tightly controlled and monitored airspace in the world, just over 3 miles south of the White House and the Capitol.
American Airlines Flight 5342 was inbound to Reagan National at an altitude of about 400 feet (122 meters) and a speed of about 140 mph (225 kph) when it rapidly lost altitude over the Potomac River, according to data from its radio transponder. The Canadian-made Bombardier CRJ-701 twin-engine jet, manufactured in 2004, can be configured to carry up to 70 passengers.
A few minutes before landing, air traffic controllers asked the arriving commercial jet if it could land on the shorter Runway 33 at Reagan National and the pilots said they were able. Controllers then cleared the plane to land on Runway 33. Flight-tracking sites showed the plane adjust its approach to the new runway.
Less than 30 seconds before the crash, an air traffic controller asked the helicopter if it had the arriving plane in sight. The controller made another radio call to the helicopter moments later: “PAT 25 pass behind the CRJ.” Seconds after that, the two aircraft collided.
The plane’s transponder stopped transmitting about 2,400 feet (732 meters) short of the runway, roughly over the middle of the river.
Video from an observation camera at the nearby Kennedy Center showed two sets of lights consistent with aircraft appearing to join in a fireball.
The U.S. Army described the helicopter as a UH-60 Blackhawk based at Fort Belvoir in Virginia. Military aircraft frequently conduct such training flights in and around the nation’s capital.

The collision occurred on a warm winter evening in Washington, with temperatures registering as high as 60 degrees Fahrenheit, following a stretch days earlier of intense cold and ice. On Wednesday, the Potomac River was 36 degrees Fahrenheit, according to the National Oceanic and Atmospheric Administration. The National Weather Service reported that wind gusts of up to 25 mph were possible in the area throughout the evening.
The U.S. Army described the helicopter as a UH-60 Blackhawk based at Fort Belvoir in Virginia. The helicopter was on a training flight. Military aircraft frequently conduct training flights in and around the congested and heavily-restricted airspace around the nation’s capital for familiarization and continuity of government planning.
The crash is serving as a major test for two of the Trump administration’s newest agency leaders. Pete Hegseth, sworn in days ago as defense secretary, posted on social media that an investigation has been “launched immediately” by the Army and the Defense Department. Transportation Secretary Sean Duffy, just sworn in earlier this week, said in a social media post that he was “at the FAA HQ and closely monitoring the situation.”
The airport was to remain closed until 5 a.m. Friday.
Located along the Potomac River, just southwest of the city. Reagan National is a popular choice because it’s much closer than the larger Dulles International Airport, which is deeper in Virginia.
Depending on the runway being used, flights into Reagan can offer passengers spectacular views of landmarks like the Washington Monument, the Lincoln Memorial, the National Mall and the U.S. Capitol. It’s a postcard-worthy welcome for tourists visiting the city.
The incident recalled the crash of an Air Florida flight that plummeted into the Potomac on January 13, 1982, that killed 78 people. That crash was attributed to bad weather.
